Something Went Wrong This User Is Not Authorized To Enroll
Troubleshooting Windows AutoPilot (level 100/200). (“Something went wrong”): Has the user reached the maximum number of devices that they can join? There can be a limit, but if you configure it to “unlimited” then you don’t need to worry about this one. Once the Azure AD join completes, the MDM enrollment will happen. Jun 27, 2017 - After the “Sorry, something went wrong” message you can enter the web. I don't fully understand how this magic works, but it does for the majority of users. To Facebook and not to experiment with authorization, though.

@Arul_D
That allowed me to create the account . . .
And I got all excited and thought 'Why does MS hide the stuff that works and promote stuff that doesn't work?'

When I logged into the new account, I got these messages on an otherwise completely blank screen:
Windows couldn't connect to the Group Policy Client service.
Please consult your system administrator.
[OK]
When I clicked on the OK button, I saw a screen the same as where I typed in my password, except without the field to type the password into.
How to use midieditor. I am recently retired and would fall more into the category of a 'home user' these days.
Instead there were the dots that chase each other.
The chase went on for several minutes then the lock screen was shown.
When I slid the lock screen up, the logon screen was revealed.
I typed in my password again with the same result as before except that the chasing dots were accompanied by the message 'Signing out'.
Again the chase went on for several minutes after which the lock screen was shown once again.
I am assuming that any further attempt to log into the new account would produce the same results.
So I logged onto the local admin account successfully, and was greeted by the message 'Windows couldn't connect to the Group Policy Client service' which popped up for a couple of seconds in the notifications area.
What is the Group Policy Client service and why is Windows trying to contact any such service?

[edit]
I should probably point out that these accounts are both Local.
However, I did activate my MS Office 365 License on this laptop using my MS account while logged on as the admin account.
